Open the downloads page by pressing Ctrl-J, and click on the blocked file. Chrome will then give you an option to save/open it anyway. Then you can do a manual malware scan, to check if Chrome got a false positive.

You may not have experienced this before. After downloading a file, Chrome runs a malware scan on it. If it's positive Chrome gives a message as Dopli stated and leaves the file in it's temporary cache, thus "blocking" access.

that makes no sense also has a good point about using a download manager. They are much more flexible than a browser's built in manager, and give you options browsers don't. I second the recommendation.

I will repeat what i have said in the past about browsers giving false positives, it well documented (just google it) that they are very unreliable method of checking files and web pages and chrome is the worst for your privacy, it tracks and reports everything you do.
Programs like jdownloader are fine, but too complicated and messy for most casual users.
Better to run a well known virus scanner on files you download.
Or get a free copy of WinRar and check whats inside before you extract it
