They can post all they want to, but why do they lie about having subtitles? Especially since if you're ripping a DVD, it's trivial to OCR the subtitles.

Well, if you use subs much you need to learn how to resync and correct them.
Subtitle Workshop is good for that.
Get it and look at its help section: try
"2.3.2 Method 2: synchronize using two points"
That will work in simple cases, but if the videos have different edits of course it gets a lot harder.
